Google Penguin update flaws and holes

With the latest Penguin update, Google targets over optimization, link selling, keyword stuffing, unnatural link schemes, etc.

But how about black hat SEO, cloaking and hacked sites?

How can Google show top results for sex pills on domains like thehindutemple.org or au.edu?

A few days ago when I checked first, the first site which is probably legitimate was not even listed.

#2, #3, #4, etc are all using aggressive spam on blogs/forums/wiki sites, they use redirects and they are full of keyword stuffing.

So how can sites which brake almost all possible webmaster guidelines to have top results?

Well, it seems possible with Penguin.
